Neighbourhood Plan update - August 2025
At the August PC meeting a decision was made to withdraw Glemsford Neighbourhood plan from review.
The decision was made following a high level review of the plan where the examiner drew attention to matters relating to the site selction process and provided the opportunity to undertake additional necessary work prior to carrying out further consultation. Once this is done the PC will re-submit the plan for assessment.
Below is the briefing note recieved from Places4People Planning Consultancy.

Submission Draft Neighbourhood Plan
We have now reached another major milestone in preparing the Neighbourhood Plan, having submitted it and supporting documents to Babergh District Council in March 2025. Those documents are:

Glemsford NP - Local Green Spaces Assessment February 2025
The Plan will now follow the following stages:
1 – Further “submission” consultation. This will be carried out by Babergh District Council and details will be available here when known
2 – Independent Examination. The Plan will be assessed by an independent Neighbourhood Plan Examiner to ensure that it conforms with national and local planning policies and other regulations. At the conclusion of the examination the Examiner will identify any necessary changes that have to be made to the Plan if it is to proceed to the final stage.
3 – Parish Referendum. Babergh District Council will organise a Parish Referendum which is open to all those living in Glemsford that are on the Register of Electors. It is held in exactly the same way as an election and the question asked will be:
“Do you want Babergh District Council to use the Neighbourhood Plan for the Parish of Glemsford to help it decide planning applications in the neighbourhood area?”
If more than 50% of those that vote say “yes”, the Plan will be “made” (adopted) by Babergh District Council
It is likely to take around 6 months for the remaining stages to be completed
Pre-Submission Consultation on Draft Neighbourhood Plan
We consulted on the first draft of the Plan between 11 November 2023 and Friday 5 January 2024, an extended period of 8 weeks due to the Christmas holidays. It provided an opportunity for residents to say whether or not they support the content of the Plan or would like to see some changes.
A summary leaflet was distributed to every household in the Parish and the Plan itself can be downloaded below. Link to November 2023 Draft Neighbourhood Plan
All comments received have been included in the Consultation Statement, submitted with the Plan to Babergh District Council and available to view above.
In 2017 the Parish Council decided to prepare a Neighbourhood Plan to cover the whole of Glemsford parish. Since that time a small group of volunteers and Parish Councillors, assisted by professional consultants, have been working to gather information and views to inform the content of the Plan.
What is a Neighbourhood Plan?
It’s a Plan agreed by local people to decide how their parish should develop - or not - over the next decade or so. Whether the Plan is approved will ultimately be decided at a Parish Referendum when, if a majority of residents that vote agree with the Plan, Babergh District Council will be required to adopt it.
When complete, it sits alongside the Local Plan for Babergh and national planning policies and is used by the District Council when making decisions on planning applications.
Pre-Submission Consultation on Draft Neighbourhood Plan
We’ve now reached a major milestone and are consulting on the Draft Plan. Consultation commences on 11 November and will last until Friday 5 January, an extended period of 8 weeks due to the Christmas holidays. You now have the opportunity to say whether or not you support the content of the Plan or would like to see some changes and so influence planning and development policy for Glemsford for the coming years.
We have distributed a summary leaflet to every household in the Parish and the Plan itself can be downloaded below.
If you don’t have access to the internet, paper copies will be available to borrow for a short period from the Parish Council office Tuesday & Friday 9.30am-1.30pm or can be viewed at Glemsford Library, which is open Tuesday, Thursday and Friday 10.00-13.00 and 14.00-17.00 and Sunday 11.00-15.00
How to comment
We would welcome your comments. These can be submitted online or by completing the form below and returning it as instructed on the form. Comments must be received by midnight on Friday 5th January
Paper comments forms must be returned to the Village Hall letterbox by 5 January.
We want your comments, even if you support everything in the Plan!
Supporting Documents
In addition to the Plan itself, there are a number of supporting documents referred to in the Plan. These can be found below:
Glemsford Questionnaire Results - 2018
Glemsford Landscape Character Appraisal - August 2019
Glemsford Landscape Character Appraisal Appendix A - Views August 2019
Glemsford Neighbourhood Plan - Site Options and Assessment – May 2020
Glemsford Design Guidance and Codes – September 2021
Glemsford Masterplan and Development Principles – August 2022
Glemsford Local Green Space Appraisal – November 2023
LOOKING AHEAD
Once the consultation ends, all comments received will be reviewed and the Plan will be amended as necessary. It will then be submitted to Babergh District Council who will undertake a second round of consultation before the Plan is assessed by an Independent Examiner. The Examiner will decide what changes are required to meet the national neighbourhood planning requirements and recommend that the Plan is subject to a Parish Referendum open to all on the Electoral Register. A simple majority in favour of the Plan will mean that it can be used by Babergh District Council when making decisions on planning applications.
